[๑๘๐] ดูกรอาวุโสทั้งหลาย ภิกษุผู้ประกอบด้วยธรรม ๓ ประการ เป็นผู้สามารถในอันปฏิบัติเพื่อประโยชน์เกื้อกูลแก่ผู้อื่น แต่ไม่สามารถใน อันปฏิบัติเพื่อประโยชน์เกื้อกูลแก่ตน ธรรม ๓ ประการเป็นไฉน ดูกรอาวุโส ทั้งหลาย ภิกษุในธรรมวินัยนี้ ไม่เป็นผู้มีความเข้าใจได้เร็วในกุศลธรรมทั้งหลาย เป็นผู้ทรงจำธรรมที่ได้ฟังแล้ว ๑ ไม่พิจารณาเนื้อความแห่งธรรมที่ได้ทรงจำไว้แล้ว หารู้อรรถรู้ธรรมแล้วปฏิบัติธรรมสมควรแก่ธรรมไม่ เป็นผู้มีวาจางามกล่าวถ้อยคำ ไพเราะ ประกอบด้วยวาจาของชาวเมืองอันสละสลวย ไม่มีโทษ ให้รู้ประโยชน์ ๑ ชี้แจงสพรหมจารีให้เห็นแจ้ง ให้สมาทาน ให้อาจหาญ ร่าเริง ๑ ดูกรอาวุโส ทั้งหลาย ภิกษุผู้ประกอบด้วยธรรม ๓ ประการนี้แล เป็นผู้สามารถในอันปฏิบัติ เพื่อประโยชน์เกื้อกูลแก่ผู้อื่น แต่ไม่สามารถในอันปฏิบัติเพื่อประโยชน์เกื้อกูล แก่ตน ฯ

They must not perform an ordination, give dependence, or be attended by a novice. They must not consent to being appointed as adviser for nuns, and if they are appointed they should not give such advice. They must not consent to any Saṅgha appointment. They must not be put in a position of seniority. They must not resolve others from any offense similar to that which they have transgressed.
